Product certification for Japan
PSE safety, MIC radio (Giteki), and VCCI EMC practice
Japan separates DENAN/PSE electrical safety, MIC radio type approval (Technical Regulations Conformity Certification), and industry EMC expectations such as VCCI for ITE.
How Japan regulates products
Specified Electrical Appliances and Materials require diamond PSE with Registered Conformity Assessment Body certification; Non-Specified products use circle PSE via self-confirmation. Radio equipment needs MIC conformity certification (often via TELEC/JATE registered CBs) and the Giteki mark. VCCI membership/reporting is the common EMC pathway for information technology equipment even though it is association-based.
Key frameworks
- PSE (DENAN)
- MIC / Giteki
- VCCI
- JIS-aligned documentation
Regulatory bodies
Who sets the rules, who certifies, and who enforces — by role.
METI
DENAN / PSE electrical product safety
MIC
Radio Law / telecom terminal regulation
Registered CABs (PSE / TELEC / JATE, etc.)
Certification testing and certificates
VCCI Council
ITE EMC registration and marks

For each domain: authority, regulations, typical standards, reports, and marking.
Electrical safety
METI / Registered CABsRegulations
- Electrical Appliance and Material Safety Act (DENAN)
Standards
- Ministerial ordinances / JIS / IEC-aligned PSE technical requirements
Reports / evidence
- PSE certificate (Specified)
- Conformity assessment records (Non-Specified)
- METI notification by importer
Marking
Diamond PSE or Circle PSE
EMC
VCCI (ITE practice); other sector rules as applicableRegulations
- VCCI rules for members; procurement often treats as mandatory
Standards
- CISPR-based VCCI technical requirements
Reports / evidence
- VCCI test report / Registration of Product
Marking
VCCI mark when registered
Wireless / radio
MIC via registered certification bodiesRegulations
- Radio Law
- Telecommunications Business Law (JATE for some terminals)
Standards
- Technical regulations conformity standards for radio equipment
Reports / evidence
- Technical Regulations Conformity Certification / Construction Design Certification
Marking
Giteki mark + certification number
Functional safety / industrial
Customer / industrial safety law drivenRegulations
- Industrial Safety and Health Act context for machinery
Standards
- JIS C 0508 / IEC 61508 family
- ISO 13849
Reports / evidence
- SIL/PL documentation for Japanese buyers
Marking
Per contract — not a national FuSa logo
Documents & reports typically needed
- PSE technical documentation and labeling artwork
- MIC certification certificate and Giteki artwork
- Japanese importer notifications to METI
- Japanese-language manuals and warnings
Marking summary
Expect PSE + Giteki for wireless mains-powered products, plus VCCI for many ITE SKUs. Marks and Japanese labeling are scrutinized at import.
Typical pathway
- 1
PSE class
Specified vs Non-Specified electrical product.
- 2
MIC radio
Module vs host strategy; Giteki path.
- 3
VCCI
Join/register if selling ITE into Japan channels.
- 4
Importer setup
Local economic operator and METI filings.
Common pitfalls
Issues that delay customs, retail acceptance, or lab projects.
FAQ
Is VCCI legally mandatory?
It is an industry council scheme, but major Japanese buyers and retail channels effectively require it for ITE.
