Product certification for Australia

RCM, EESS electrical safety, and ACMA EMC/radio

Australia’s Regulatory Compliance Mark (RCM) signals compliance with electrical safety (EESS) and ACMA EMC/radio labelling rules — with an Australian Responsible Supplier on the register.

How Australia regulates products

In-scope electrical equipment is classified under the Electrical Equipment Safety System (EESS) into risk levels (Level 1–3), with higher levels needing certificates of conformity. Separately, ACMA regulates EMC and radiocommunications labelling. The RCM is the common compliance mark. New Zealand has closely related arrangements; confirm NZ Responsible Supplier needs if selling both.

Key frameworks

  • RCM
  • EESS
  • ACMA EMC / radiocomms
  • Supplier Declaration of Conformity

Regulatory bodies

Who sets the rules, who certifies, and who enforces — by role.

ACMA

EMC and radiocommunications labelling / standards

EESS Regulatory Authorities

Electrical safety registration and enforcement

ERAC / state electrical regulators

Coordination and state enforcement

Accredited CBs / labs

Certificates of conformity for Level 3 equipment

For each domain: authority, regulations, typical standards, reports, and marking.

Electrical safety

EESS / Responsible Supplier

Regulations

  • EESS rules; state electrical safety legislation

Standards

  • AS/NZS 62368.1
  • AS/NZS 60335 series
  • AS/NZS 60598
  • AS/NZS 4417 (RCM marking)

Reports / evidence

  • Certificate of Conformity (Level 3)
  • SDoC / evidence for lower levels
  • EESS database registration

Project / mining / industrial schemes; IECEx often used as evidence

Regulations

  • WHS / state mining regulations; AS/NZS 60079 practice

Standards

  • AS/NZS IEC 60079
  • IEC 61508 / AS 61508

Reports / evidence

  • IECEx CoC / ExCB certificates commonly accepted as technical base
  • site verification

Marking

Ex marking per certificate; RCM still for electrical/EMC scope when in EESS/ACMA

Documents & reports typically needed

  • Responsible Supplier registration evidence
  • EESS registration for in-scope equipment
  • ACMA compliance records / SDoC
  • Test reports supporting RCM claim

Marking summary

RCM is the primary mark for electrical + ACMA compliance. Keep records proving the Responsible Supplier and level classification.

Typical pathway

  1. 1

    Classify EESS level

Level 1–3 drives CoC vs documentary evidence.

  2. 2

    ACMA EMC/RF

Confirm applicable standards and labelling notice.

  3. 3

    Appoint supplier

Australian Responsible Supplier registers and marks RCM.

  4. 4

    Register & retain

EESS database + technical file retention.

Common pitfalls

Issues that delay customs, retail acceptance, or lab projects.

Affixing RCM without an Australian Responsible Supplier
Wrong EESS risk level classification
Using only CE EMC reports without checking AS/NZS / ACMA differences

FAQ

Does CE replace RCM?

No. CE evidence can support testing, but Australia requires RCM obligations under EESS/ACMA.
