Product certification for Canada

CSA/cUL safety, ISED radio, and provincial electrical rules

Canada pairs SCC-accredited safety certification with ISED (formerly Industry Canada) radio/EMC rules, bilingual labeling, and provincial electrical safety authorities.

How Canada regulates products

Electrical products typically need certification by an SCC-accredited certification body (CSA, cUL, ETL-C, etc.). Radio apparatus and interference-causing equipment are regulated by Innovation, Science and Economic Development Canada (ISED) under the Radiocommunication Act — including ICES standards for EMC and RSS for radio. Provinces and territories enforce electrical installation safety.

Key frameworks

  • CSA / cUL / ETL-C
  • ISED (RSS / ICES)
  • Provincial electrical safety
  • Bilingual EN/FR labeling

Regulatory bodies

Who sets the rules, who certifies, and who enforces — by role.

  • CSA C22.2 No. 14 / 286 (industrial control)
  • SPE-1000 field evaluation when used

Reports / evidence

  • Canadian certification certificate
  • factory inspection reports

Marking

CSA, cUL, or equivalent Canadian certification mark

EMC

  • ISED radio / ICES technical package
  • French and English user information where required
  • Importer / Canadian representative contacts for market

Marking summary

Canadian safety mark (CSA/cUL/etc.) plus ISED radio identifiers when transmitting. Dual US+Canada certifications are common on one nameplate.

Typical pathway

  1. 1

    Safety CB

Pick SCC-accredited body and CSA C22.2 standards.

  2. 2

    ISED path

Classify ICES vs RSS; obtain certification or declaration.

  3. 3

    Label bilingual

Safety warnings and IFU language rules.

  4. 4

    Provincial readiness

Ensure marks accepted by destination ESA / AHJ.

Common pitfalls

Issues that delay customs, retail acceptance, or lab projects.

US-only NRTL mark without Canadian certification
Missing RSS-102 RF exposure for body-worn / portable devices
English-only manuals for consumer products sold in Quebec

FAQ

Is cUL enough for Canada?

A cUL (or equivalent Canadian) mark from an accepted CB generally covers safety certification. Radio still needs a separate ISED path.
