Product certification for Saudi Arabia
SABER / SASO conformity and CST radio approval
Saudi market access runs through the SABER platform (SASO technical regulations): Product Certificates and Shipment Certificates, plus Communications, Space & Technology Commission (CST) type approval for radio/telecom.
How Saudi Arabia regulates products
SASO sets technical regulations; conformity assessment bodies issue Product Certificates (PCs) registered on SABER. Each shipment then needs a Shipment Certificate (SC). Regulated categories include many electrical, electronic, and consumer products. Radio and ICT equipment additionally require CST (formerly CITC) type approval. A Saudi importer / local account is essential for SABER workflows.

Documents & reports typically needed
- SABER account via Saudi importer
- PC for each regulated model family
- SC per consignment
- CST approval for radio/ICT
- Arabic labeling where mandated
Marking summary
SABER conformity evidence is transactional (PC + SC). Physical marks follow the applicable SASO technical regulation; CST marks apply to approved telecom gear.
Typical pathway
- 1
TR mapping
Find SASO technical regulation(s) for HS / product.
- 2
PC on SABER
CB reviews tests and issues Product Certificate.
- 3
CST if needed
Radio/ICT type approval in parallel.
- 4
SC per shipment
Generate Shipment Certificate before export.
Common pitfalls
Issues that delay customs, retail acceptance, or lab projects.
FAQ
Does IECEE CB Scheme help SABER?
Often yes as supporting evidence for electrical safety, but the CB under SABER still issues the Saudi PC and you still need SC + CST when applicable.
